The Effectiveness of the Public Service Innovation Competition Program (KIPP) in Strengthening Population Administration Governance in South Sumatra Province

The Public Service Innovation Competition Program (KIPP) is one of the government's strategic instruments in encouraging the creation of a culture of innovation in the implementation of public services. In the population administration sector, the implementation of KIPP is expected to be able to improve the quality of services through the development of innovations oriented to the needs of the community. However, the effectiveness of program implementation still faces various challenges, such as limited human resources, budget support, coordination between organizations, and sustainability of innovation. This study aims to analyze the effectiveness of the Public Service Innovation Competition Program (KIPP) in strengthening population administration governance in South Sumatra Province by using Richard M. Steers' theory of organizational effectiveness which includes the dimensions of achieving goals, integration, and adaptation. The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. Data analysis was carried out using the interactive model of Miles, Huberman, and Saldaña which included data condensation, data presentation, and conclusion drawn. The results of the study show that the effectiveness of the implementation of KIPP has not been fully optimal. In the dimension of achieving goals, the program has increased innovation participation, but innovation sustainability still faces various obstacles. In the integration dimension, inter-agency coordination and organizational communication have been running quite well even though they are not fully integrated. Meanwhile, in the adaptation dimension, there are still limitations in human resource capacity, budget support, digital infrastructure, and the ability of organizations to adjust to changes in the public service environment. Therefore, it is necessary to strengthen innovation governance through increasing the capacity of the apparatus, integrating innovation into regional planning, strengthening performance-based evaluation systems, and developing a sustainable innovation ecosystem.
